Homes for Cambridgeshire and Peterborough is a group of housing associations managing thousands of homes between them and have ambitious plans to build many more.
We are local housing experts with a proven track record of delivering homes and supporting people in Cambridgeshire and Peterborough and know affordable home provision is crucial for the overall sustainability of our region. That's why we use our skills, knowledge and commercial nous to work with each other and with our partners, to make the most of the region's housing resources.

Meet our Chair - Claire Higgins
Claire is an experienced housing professional who has held a number of senior positions at Circle 33 Housing Trust and Housing
21, before being
appointed Director of Operations at Cross Keys Homes (CKH) when it was created in 2004.
Claire was appointed Chief Executive at CKH in 2014. She has taken CKH from strength-to-strength, increasing turnover and leading its most ambitious development programme: to build 500 homes a year and expand its geographical reach.
Claire has overseen the successful launch of Cross Keys Care, which provides care for older people in the community and in CKH's extra care schemes, Kingfisher Court and Lapwing Apartments. Claire ensures CKH remains a commercial business with a social heart and is passionate about expanding the communities programme that changes so many people's lives. Claire is also the Vice Chair of the Board of PlaceShapers.
In 2021, Claire was awarded an MBE for services to housing in recognition of a career dedicated to bringing affordable homes and support to the communities who need them.
Achievements for 2025
Homes for Cambridge and Peterborough (HCP) is a strategic alliance of nine not for profit housing associations operating in the Cambridge and Peterborough sub region, ranging from smaller organisations with a strong local presence to large regional and nationals who have the capacity to build at scale. The joint experience and insight of HCP members offers a powerful platform from which to understand the challenges faced by housing associations in developing and managing high quality affordable homes in safe attractive communities.
Our role has now expanded so that biannually Local Authority enabling teams, responsible for the development of new homes, join us so that together we hear directly from Homes England on the Government's priorities and plans, engage with Cambridge and Peterborough Combined Authority, and hear about and contribute to discussions and debates about other important strategic developments from Local Authorities, Justice, Public Health or the voluntary sector.
We aim to provide a one stop shop for Cambridge and Peterborough Combined Authority and Local Authority's to exchange views and understand the broader context in which we all work within our region.
Against a backdrop of the Mayor's new Strategic Partnership Priorities and forthcoming local government reorganisation, HCP is now set to be the key communication bridge between statutory and non-statutory sectors to influence and support the delivery of new homes in our region.
Our membership remains open to other not for profit housing associations who want their voice heard as our sub region goes through and supports these important changes.

We want to build a range of affordable homes to meet local housing priorities, bringing together the right partners in the right way, tailored to communities' needs.
To achieve our ambitions, we work in partnership with local authorities, parish councils and other housing associations, along with private housebuilders, to drive housing growth in Cambridgeshire and Peterborough and take a flexible approach to funding for land purchases and for building homes and infrastructure.
